         <description><![CDATA[<p>Interesting story.  My husband, a legal service attorney for people with disabilities, and I, GC for a health care company, have discussions like this all the time.  If the government outsources the enforcement, the lawyers' fees for these people in the business of suing are like the taxes you would have paid to have the government actually enforce the law.</p>
