         <description><![CDATA[<p>When the so-called cease fire for NE DRC (Kivu provinces, Ituri, etc) was negotiated in January 2008, the Amani Programme, a  program established by the Congolese government following the treaty of January, 2008, was formed. Not surprisingly, the program has more than 35 male members, but only two women. </p>

<p>While the new DRC constitution has some wonderful statements (Local officials shall see to it that women are "epanouir" [to flower or blossom] into civic life, this statement and the laws increasing the penalties for sexual violence are mere window dressing.  </p>

<p>The authorities remain lame and moribund, doing nothing about the 60 to 75 rapes per day in NE DRC.   The following statistics are equally telling:<br />
•	Only 42 females out of 500 members of the National Assembly<br />
•	Only 5 females in the National Senate of 108 seats<br />
•	Only one female in the North Kivu Assembly of 42 deputies<br />
Only one female of 10 ministers in the provincial government of North Kivu</p>
